Michel POULAIN est Professeur Emérite à l’Université catholique de Louvain, en Belgique, et chercheur associé au sein de l’ Estonian Institute for Population Studies à l’Université de Tallinn, en Estonie. Il a acquit une large compétence dans le domaine des migrations internationales en tant que démographe et statisticien. Dès 1989, il mis en oeuvre le premier projet d’harmonisation des statistiques de migration internationale sous les auspices d’Eurostat. Par la suite, il fut l’investigateur d’un projet de recherche financé par l’Union Européenne et dont l’acronyme THESIM signifie Towards Harmonised European Statistics on International Migration. Une publication a couronné ce projet impliquant tous les pays membres de l’UE. Parallèlement, il a collaboré étroitement avec les différentes institutions internationales concernées par les migrations internationales telles que l’UNECE à Genève, l’UNFPA et l’UNSD à New York, l’ICMPD à Vienne, le Conseil de l’Europe à Strasbourg, l’OECD à Paris et l’OIM à Genève. Plus récemment, il a assumé la responsabilité des profils migratoires développés en Moldavie, à Madagascar, à Maurice, aux Comores et au Seychelles. Il est actuellement actif en Tunisie et en Algérie dans le cadre d’actions de soutien à la mise en œuvre d’une politique migratoire, cette dernière devant impérativement se baser sur des statistiques fiables et informatives.
